Peachtree Parkway Improvement Project

In 2003 the United Peachtree Corners Civic Association partnered with Technology Park/Atlanta (TPA) to develop a beautification program for Peachtree Parkway. This is the main thoroughfare through the unincorporated area in western Gwinnett County that has been known for forty years as Peachtree Corners. The stretch of Peachtree Parkway (SR141), which was designated as the Paul Duke Parkway in 1999 by the Georgia Department of Transportation, was targeted for the median improvement; that is, Peachtree Parkway from Holcomb Bridge Road to the Chattahoochee River. This was the initial scope of the project. Since SR 141 is a state road, the highway medians and road shoulders were mowed by the Georgia D.O.T. only twice a year. This frequency was not nearly often enough to keep the area looking as good as it should as we viewed knee-high weeds most of the time. Thus, the Peachtree Parkway Improvement Project (PPIP) was born out of visual necessity.

Technology Park/Atlanta had landscaped and maintained the three highway medians that transected their business park properties for 30 years. They extrapolated out what it cost them to maintain those three medians and so we arrived at a fair share cost of $1.71 per linear foot on the parkway itself. Aerial maps were used to determine the approximate linear footage of the tax parcels that were located on Peachtree Parkway. It was determined that the owners of property along the parkway should be the ones to provide the voluntary contributions to fund a landscape contract to pay for the maintenance of the sixteen highway medians since they would be the most immediate beneficiaries of the project.

With the support of District 2 Commissioner Bert Nasuti, the Gwinnett County Tax Assessor’s Office provided UPCCA with the tax parcel information for the property owners along the parkway and maps of the area. Technology Park/Atlanta used their office resources to send out the first Letters of Intent to Participate in the project, as well as the first invoices for the 2004 Collection in November 2003.

The landscape contract was offered for bid. The dates of the first yearly contract were April 1, 2004 to March 31, 2005. The scope of the contract provided for the weekly mowing and trash pickup of the 16 highway medians, fertilization, weed control, and reseeding where applicable.

The low bidder for the 2004 landscape contract was Piedmont Landscape Contractors, LLC at $24,804.00. Piedmont Landscape was also low bidder for the 2005 contract and was subsequently retained for the 2006 contract. In August 2005, a one-time mowing and cleanup was performed by Piedmont Landscape on the 17th median immediately south of Holcomb Bridge Road and the acreage at the vee where Peachtree Parkway splits off from Peachtree Industrial Boulevard was bushhogged.

TPA collected none of the funds; that was done entirely by UPCCA. Technology Park/Atlanta turned the invoicing over to UPCCA for the 2005 Collection. All funds collected for PPIP are held in a separate bank account whose sole use is the funding of the PPIP landscape contract. UPCCA absorbs all administrative costs for the PPIP program, which includes stationery, postage, and bookkeeper. The administration of the PPIP program is chaired by UPCCA board member Gay Shook, a volunteer.

UPCCA member neighborhoods have indicated that they are interested in knowing who the generous voluntary contributors are to PPIP, so we have provided the listings which follow. The locations in parentheses are provided to help you locate the "face" on the parkway as many tax parcels are registered under different names.

The 2006 Collection:

Since the 2004 and 2005 landscape contracts were successfully collected, it was deemed time to enlarge the scope of the initial program by adding the 17th highway median that is located immediately south of Holcomb Bridge Road, as well as the access road shoulder area that is between the access road and the parkway itself, from Woodhill Drive to Jaybird Alley. This was heretofore "no man’s land," which remained a vivid eyesore. Now these two areas have been added to the weekly mowing program with an increased cost to the yearly contract, which is now $25,956.00.


Note: The road shoulders on Peachtree Parkway have not yet been included in the weekly mowing program. It is hoped that the property owners will step up and see that their own landscape crews are mowing right up to the asphalt. For most of the tax parcels, this is happily the case.
